Bulling in the institutions of secondary education: Social and legal approach

Abstract

The article considers the problem of the phenomenon of bullying as an objectively existing phenomenon in the Ukrainian institutions of secondary education, focuses on the essence of the bullying, the negative effects of the psychological, social and other nature from its manifestation not only for the victims of tertiary, but also for other participants in the conflict. There was made the analysis of contemporary state of the preventive measures against bullying, that are practiced in educational institutions, offered ways to improve them. Today, the level of resistance to bullying in Ukraine is far from perfect. Despite the individual steps of the authorities, which include establishing responsibility for the manifestations of bullying and conducting methodological explanatory work among pedagogical and other employees of secondary education institutions, this problem cannot be quickly resolved. We believe that overcoming the phenomenon of bullying should occur through the introduction of preventive measures, they are to optimize the educational process: creating an atmosphere of mutual respect and intolerance to manifestations of violence, orientation of students on the need to resolve conflicts. Universal values: respect, tolerance, compassion should be promoted not only within educational institutions, but generally become the basis of Ukrainian information policy. We also share the position of some authors, emphasize the need to introduce a mediation institute in the school as an effective means of resolving conflicts
